IIRC Most arcs are about 1/4 mass of a 1 arc launcher (P-Torps,
Beams).

So, you would have a mass 1.5 launcher (no arcs) and need to add .5
per arc (round up). That gives you:
Arcs	Mass
 1	 2
 2	 3
 3	 3
