Yup, that's it - a particularly nasty sort of (usually nylon) parka, the
finer (!) examples have a fur-edged hood.
The slang useage comes from it being the garment of choice for many
trainspotters and similar hobbyists who are perceived as "sad" by the
mundanes in the general populace.
