This is quite true. Hence the reason I make it a bit more viscious. See

It's a pretty simple change to the rules, but it makes morale much more
important.

Suppression is a big deal. Oh, and because it's hidden in the rules,
remember
that you gain a suppression marker automatically when a leader is a
casualty.

Low quality leaders are good for laying down support fire from cover.
The
quality of the unit is the important part. A veteran 3 fires just as
well as a
veteran 1.

I take it that this is something where a Commissar can shoot a figure in
order
to rally the squad? Well, I don't have Vor, so I don't know how likely
the
squad is to rally in this manner. One way is to allow a special version
of the
Reorganise action. The player can eliminate a figure in order to
increase the
squad's Confidence Level by 1.
Another way would be to do the same thing, but require a Reaction Test
to
increase the Confidence Level. I think, though, that it would have to
have
some sort of modifier, like TL - 1 or TL -2. Otherwise, shooting a guy
just to
allow a free Reaction Test is a bit nasty! However, if it's this nasty
in Vor,
go for it...
