Dodgy Arithmetic or bug?

Well, finally got around to re-joining the list since it moved
(how many years has it been?).
Anyway, while designing some ships, I've noticed a 'bug' in the
crew factor rules (for Fleet Book). Either that or my arithmetic
is wrong (wouldn't be a first, but I've triple checked). Either
way, I'd appreciate people taking a look at the following...
Take a ship with mass 180, and 48 hull points.
The number of crew factors is 9 (mass/20). 9's into 48 go five
and a bit times, rounded up, so every 6th hull box has a crew
factor marker.
Except, 6 goes into 48 exactly 8 times. The 8th crew factor
goes into the last hull box, leaving nowhere for the 9th CF.
Have I miscalculated, or are there certain combinations of
designs where the algorithm doesn't work? I've just put the
last CF into the penultimate hull box for now.
Anyway,see http://www.bifrost.demon.co.uk/games/ft/b5/ea.html
for the design itself - it's the Avenger Heavy Carrier, which
is the second ship down.
Cheers.
