If you have the time, the Sa'Vasku are more efficient at fighter
production
than any other race.
It costs them 3 mass for the womb + 6 biomass for a squadron = 9 mass
human
fighter bay.

Say you want 10 squadrons of fighters and have the time, it only takes
66
mass (using 2 wombs) compared to 90 mass for other races.  It's also
cheaper
in points, but you only get the one fighter type.

If necessary, the SDN can generate 6 or so squadrons, but ends up with
the
hull of a DD.

It all comes down to the situation; if the Sa'Vasku see a fighter horde
coming early enough, they can generate enough to offset the horde (at
the
cost of their hull mass).
