This was created so the average tabletop game could ignore sensors if
the
wanted, yet would still provide a way for larger battles (or system
scale
stuff) to have some pre-combat maneuvering.

"All" would include the original values only (like result; MT pp 6)

Active or passive sensors affect all ships within range. Thus you would
not
scan a single ship.
