The water would react violently, the plasma would lose energy, thus
effective range(all though realistically, as long as it's still in the
plasma state it's still effective). Anyway, plasma would superheat the
water
as soon as it touched it, so it would continue on it's marry way leaving
a
trail of superheated steam and possibly some vacuum behind it.
