    I had an idea for EW,

    If you use the fire control center as a ECM/ECCM emitter reciever
during
a round, the firing unit subtracting thenumber of comitted FCS's from
the
number the defender comits.

    The target gets a bonus shield level(s) if the value is positive in
its
favor.

    Systems used this way would not be available for firing at ships.
