I think what you're referring to the package to make the vehicle a
command
vehicle.  After all any battle group needs a designated CO, vehicle or
command
post.  A tasty target for your opponent and vice versa.  See loss of
command
unit, page 24.

In redesigning the Battlemaster I had some Capacity left and decided to
put a
Command/Communications System in for good measure.
