I can think of two solutions . . .
1 - GW (there's a naughty word) does some 20mm x 40mm cavalry bases
which would
probably accommodate your figures.
2 - You could use larger coins, or washers, which could be mounted
beneath the
front and backside of the figure.
I'd shy away from pressboard or hardboard, if it's the cardboard like
material
I'm thinking of.  I've found these types of materials bend and flex far
to
easily, the corners get banged up awfully quick.
