Is Needle Beam Damage Repairable?

Is Needle Beam Damage Repairable?

The rule book doesn't state if needle beam damage is repairable, but the
orginial FT2 rule book says that systems nocked out by needle beams is
treated just as if it had failed a threshold check, which implies that
it is repairable, but that was before damage control crews...
