Hand to Hand combat

After having been slapped around in hand to hand combat, I have a
question.
When two or more guys are mugging one guy, the rules say that the one
guy
roles once and that the attackers must beat this.  This sounds a bit
silly
in that a single veteran can get mugged by 6 regulars or other lower
troops
and if he rolls a 9 or higher, he kills all the attacking troops.  I
would
have thought that you would role against each attacker.
