That's the FSE's problem.  In a design-your-own game a first strike
from a missile boat (4 SMRs on the smallest hull possible, maybe with
a class-1 beam) can be a game winner.  I know, I've been on the
receiving end of a massive SMR strike and lost.  And even when the 
missiles missed it was still a toss up as the capitals hadn't lost
their main fire power.	Big ships rule in FT, we rarely have "snits"
(small ships) except to balance points.  That's when an SMR snit
rears its ugly head (I go for pulse torpedo boats, myself).
