The problem here is just what excactly is a GEV. The Drake books pretty
much 
state that the panzers can lift over obstacles, and there seems to be
enough 
power in one of them to get off the ground a substantial distance, so
maybe 
they are really VTOL's with ground effect skirts... in which case the 
problems you stated become dead issues...
