I hate to "me too," but I say go with multipliers, it "feels" better and
seems to make sense to me.  I know that my wife has a longer "effective"
range with a pistol than I do. . .though it is exactly opposite with
longarms. . .but even with these minor differences in skill the
effective
range seems to change (neither of us were combat military, but grew up
with
guns and hunting).

That or I have a high PSB skill. . .
