And since snipers are "specialists", I take it some weapons require
specialists?  In which case, no doubt there's some penalty when Private
Partz scoops the thing up from his fallen comrade and starts pulling the
trigger?

Power Armor as a melee weapon is costed as +100 points, but  from the
example PA trooper it appears that's the same 100 pts as he pays for the
armor to begin with?
