1 for the ace plus 2 for the squadron equals 3, so he succeeds on a 4 or
better.

3 average fragments could _just_ join up in a single turn, but it's more
likely to take a couple of turns to get the required score

I'd also agree that mixing averages and turkeys should produce turkey
squadrons.
Successful regrouping should cost a point of combat endurance.
