     In an effort to keep things simple, just use one cargo mass
for one fighter.   We treat the process of activation for a 
stored fighter the same as the recovery, rearm, and launch
of normal fighters, only the terms are different.  
Recovery = Move stored fighter to bay.
Rearm	 = Arm.
Launch	 = Launch.
