Escort are ~2-5 cm
Cruisers are ~3-8 cm
Capitals are any size you can fit on the base.

It doesn't really matter what size you make them, as long as your fleet
is in scale with itself.  
The best bet would be to build your largest capital first & scale the
rest of your fleet from there.
If you were insane, you could make your capitals 12" long, but you'd
have a problem using 1" scale movement or less.
