On a related note, is it acceptable to specify arcs as being
non-adjacent?  Eg a Class 2 Beam which has F/FS/A arc.	It's not
difficult to rationalize ("No, can't shoot through that arc, the radar
dish is there"), and I don't have any desire to design something that
way, but is it legal?
