No you are correct on the design rules interpretation

Design Summary

 Hull Strength	   Weak
 Thrust 	   9
 FTL Capable
 Tow cap:	   6
 Point Cost	   15

You still have to buy the fighters at 18 cost so the whole
thing ready to run costs 33 pts. So you get 30 for 1000 pts
not bad huh.
