	Actually, I have been taking this into account.
	The Inner Colonies look spread out, but they are
	actually the closest stars to the Core Worlds.

	The "real" powers were allocated back when the map
	had a radius of only 10 parsecs.  The subsequent
	powers were added when the map was expanded to
	15, so they should automatically be in the outer realms.
	The exception is the class M worlds of Switzerland
	and New Israel.

	When you view the map with my StereoStar program and
	rotate it, it becomes more clear how things are arranged.
	A flat map can be confusing if you do not pay attention
	to the Z co-ordinate.

	I might have made mistakes, but I have been doing my
	best to make things logical.
