My rule of thumb is
Line/Milita:
Rifle/Assault/Engineer: 4
heavy weapons: 1 weapon

Power Armor
Rifle/Engineer: 3
GMS (Old Scotia figures I got from an old copy of PRSM, not to be
confused with the board game of the same name): 2 

YMMV, but I've seen anywhere from 2-5.
