Colonies

Giving you dissidents a colony ship and the equivalent of a cow and a 
plough (if Amish that will do nicely) and dumping them on an out of way 
planet seems like a nice way of disposing of them (in the short term). 
Very pilgrim fathers.
It depends on the politics and the rarity of suitable planets of course 
but it might explain some of the odd minor empires postulated for the 
Tuffeyverse. Though really they would need more time to develop.
