Which is really strange, since every game I've played (and the PBeM
games I've been in) have said it effects this turns speed.

eg.

Turn 0
X position - 85.0
Y position - 53.0
Heading 9 (i.e. due west)
speed 6

Orders for turn 1 - 0+2

Turn 1
X position - 77.0
Y position - 53.0
Heading 9 (i.e. due west)
speed 8

so 8 units moved on turn 1.  (this example taken from Vanguard's Cruise
