I agree in principle, but suggest 6 mass for a Hanger, and 6 for a
launch bay.

Up to 1 external "inflatable" hanger per ship can be bought for 9, which
has cradles instead of a launch tube.

This way, BDNs with 1 Fighter sqdrn launch 1 with mass 9 (external
rack), SDNs with 2 fighters launch 1 with 2 hangers and 1 tube at a cost
of 18, Light carriers launch 2 with 4 hangers, for a cost of 36, and
only the large carriers get a waste of 6 pts (and maybe should get
another fighter...)
