Err... I wonder. How does one get to a penal battalion? Many times by 
hooching something in combat. That does suggest potentially some 
experience, perhaps even a decent chance of containing veterans. But 
definitely having LOW motivation (or at most MEDIUM as that low is 
reinforced by the armed troops pushing you into combat).

No SF unit would be expected to have extremely crappy leadership (at 
least not in anything but a very odd case).
