Since the Draka books are alternate history, another way of looking at
the world in the books is that it is at the far end of the
Draka-producing probability curve.  There are hundreds (millions?) of
other earths where the Draka appeared but everyone behaved more
realistically and they were either stomped (at any of a couple dozen
crisis points) or went decadent after their earlier conquests.

That's the only way I could rationalize them, anyway.
