This is EXACTLY what I use as well.  For Infantry, I base 3 per penny.
For
Power Armor, I have 2 sizes of Scocia miniatures. I base 2 figures per
penny for the smaller PA, and 1 per penny for the larger. The larger
will
also work well for size 1 scout mecha.
