There will be such habitats; and, within the Alarishi Empire, if you
have a
habitat of your own, you can have a legal code of your own too.  And the
only tax is a flat 5% sales tax (unless you decide to have additional
local
taxes).  Plenty of room within the Alarishi systems for anyone who wants
to
immigrate.
