Quite possibly that's what he was thinking.
I'm thinking Crete. Sure the Germans won, but that silly habit (among
others) gutted the Falschirmjaeger[sp?] so badly they were never used as
parachute troops again. I'm not saying it might not be done--a lot of
armies have done STUPID things in the past. For instance one usually
sucessful army sent a batallion into enemy territory with all their ammo
in boxes which required pliers to open, and only sent two pairs of
pliers with it. Ooops.

I'd prefer to use Powered Armor troops in this environment--you don't
have to conquer the entire planet, just the primary life support
centers. End of story. But assuming they are busy doing something else
important, then this makes sense.
