Much the way the French thought. Focus on armored cavalry, the little
guys can't touch 'em! Right up until those pesky English and their
longbows hit the field.

And the progression goes on. In an environment where technological
development is stunted, the Ogre may well be able to remain the lord of
the battlefield. But given a person or people with a bit of
technological innovation and perserverence, and eventually those BOOM
chits will be realistic again. :)

The trick is coming up with the Pseudo Socialogical BS that justifies
having Ogres but no further tech development and a culture that inhibits
innovation.
