You can have the best supplied force in the world, but if it won't
fight, it doesn't mean sh!^.

Conversely, you can have the best, most motivated force in the world,
but if you don't feed it and keep it in ammo, it can't fight.  Cut off
it's pay for six months and it generally _won't_ fight.
