Heraclius whacked the Persians, the Arabs finished it off then snagged
Egypt and Syria, and by then Heraclius was already dying and wasn't up
to throwing the bastards out, and the world would not see a leader and
general of his magnitute until the Armenian dynasty produced the three
greatest generals of the Middle Ages (After whom I've named my Heavy
Tanks). But the King of Kings of the Persians was the only leader
really recognized as the Roman Emperor's equal. Which is why the Romans
finally adopted the title Basileus. As long as there was any other
leader out there who could claim Basileus in right then they wouldn't
touch it.
