Or Tir Na Nog or some such. Part of the Free Celtic League.  (Someone 
already suggested such a place). I think a place for expatriate 
Scots, Irish, and Welsh - a haven for Gaels, Celts, Picts, and the 
like - is a neat idea. But probably they've just been economically 
assimilated by the NAC.
