This penetration is one of the reasons police have to be very careful
in in-building scenarios. If they overpenetrate, they can kill
civilians. And overpenetration on a fleshy target doesn't give KE
transfer or tissue damage to the extent that a
fragmenting/mushrooming round that stops does.
