This is good for the low-life type, but hardcore criminals tend to get 
the bigger firepower.  So while Robert (can't call him Bobby, don't know

him well enough) is busting up a non-leathal shoot out (!) Mafia Steve 
pops him with a Dragon equivalant.  Would the ESU be willing to sell 
items like this to NAC or FSE criminal types?
