Looks like you have done a lot of work. How will the rounds work?

  1) 2 phase orders. Allows specific orders (no guessing) but is

	slower because you have to recieve orders twice per turn.

	Phase 1: write orders, get report.

	Phase 2: Write fire orders, get report.

  2) Fire then move.

	This ensures that you know what targets are in range, but

	leaves some ambiguity about movement orders if the mech takes

	critical hits.

  3) Move then fire.

	This ensures that you can complete your move, but you will have

	to guess what targets will be in range.
