I dunno; I was under the impression that it wasn't doing *that* badly. 
However, if anyone's interested, I can post (or just e-mail) a message
from Dream Pod 9 about why they're not going to GenCon.  (Originally
sent to the Heavy Gear mailing list, and likely the Jovian Chronicles
one as well.)

Basically, it boils down to, going to GenCon in DP9's early years was
productive since they did attract a customer base; but now that they
have a solid base, they're really just seeing the same people year after
year... sure, there's some new people, but overall it's not worth the
increased cost to just go to a big party.

No comment on Origins, though they did mention Dragon Con and San Diego
Comic Con as "thinking of attending" so that they could try to increase
the fan base -- instead of going somewhere where everyone (or nearly
everyone) is a gaming fan, why not try for new fans?  Not a bad idea, in
my book....
