Well, actually, they *are* standing on the outside wall; the floor is
towards the outside of the station. Heads point towards the center of
the station.
If you look at how the room is constructed, this part of the station
'bulges'
out below ('below') the Cobra Bays. Kinda like an observation platform;
the
window faces 'forward' along the axis of the station. Let's see if I
can't illustrate this a bit:
