Either at the end of the movement phase or during the combat phase. The
only restrictions stated in the rules apply at the end of the movement
phase. Choose whichever you like.

The rules say nothing; I haven't seen it mentioned on the list before
either. My suggestion is that unless you happen to have a lot of surplus
crew (not marines!) on your ships, your prize crew won't be big enough
to
man the weapons of the captured vessel - if it was, your own ship would
be
mostly stripped of its crew! Call it 2-3 turns (half an hour or so,
using
15-minute turns) to get the engines under control.

If the ship is built by another race than your own, I doubt if you'd be
able to bring even the engines under control within the scope of the
game -
controls made for tentacles won't work too well with pincers <g>
