I've played in two campaigns and both were of this nature.  They have a
set
time frame for a strategic campaign with plenty of options for
engineering
a tactical engagement, but keeping the game simple enough to complete it

in a reasonable time frame.

I'd like to see rules for in-system 'strategic' movement leading up to 
a tactical engagement.	Mikko had a campaign recently that used thrust
points for acceleration within the Solar system.
