There are 14 carriers, including two under construction.

Part of the problem with a fleet construction for hte FT
universe is also the fleet philosophy, which I hope Jon T.
can elaborate on in the Fleet book.  That will dictate
how many Fleet carriers the ESU, NAC, and others will have.

Would Free Cal-Tex have enough resources to field two or 
more carriers or would they rely on a battleship fleet or
heavy cruiser squadrons for their defense?
