In my background I've been using a gov't called the Celtic League. They
are basically several Scottish and Irish settled planets who've broken
away from the NAC, and 1 or 2 breakaway FSE planets, mostly of Gallic or
Galitian descent.
Their Fleet is rather small, with the biggest ship being a surplus NSL
battlecruiser, most of the rest of the fleet being smaller, and very
much homegrown.
