  Modern warfare and American (/first world) warfare are completely
different things.  Real modern warfare consists of an inferior
guerilla force (Khmer Rough is a case in point) constantly retreating
from an equally inferior government army.  Neither of them have the
equipment, manpower or inclination to clean up any stray ordinance.
I've heard the Khmer Rouge sometimes didn't even keep records of where
mines were laid for fear that they would be captured and the
minefields discovered early.

  They banned crossbows a long time ago.  Why not napalm?  I'm sure
that no matter what legislation is passed, someone will think of some
gruesome way to abuse people but it's nice to think they at least have
to work to do it.

  Sounds good.	I actually think this is an acceptable situation.
Some of these mines will kill people - that's almost guaranteed - but
if you can get the numbers low enough you can pretty much ignore the
problem.  People still get killed in Europe by unexploded ordinance
dropped in WWII, but it's not really a big issue.
