The DSII rules do seem to imply that only size 1, 4, and 5 can be built.
i don't see why middle of the road mechs / mecha could not be
constructed.

As fas as figures for size 2 and 3 depending on what you are using as
sizes
1, 4, and 5  smaller mechs could be home build
from balsa wood and clay.  if you have a steady hand and lots of time a
pretty good set of home made models can be made.
