The original intention was that most troops are assumed to carry a few
IAVRs per infantry element, unless your scenario specifically precludes
it
for one side or the other (eg: particularly low-tech troops,
poorly-equipped irregulars etc).
However, for players who wish to point them up separately your idea
sounds
perfectly reasonable.
