  I think the idea with the sand is that things run into it and get
hurt.  Foam is less suited for that purpose.  Water is even easier to
store than foam, and replenishable as well, but it probably wouldn't
the kind of punch we need at the speeds we're thinking of.  Once you
hit .1c though, watch out!
