	A one caster per arc limit is illogical. The ship won't explode
we install two level two systems. A better solution would be to say that
because of dissipation it is impossible for a ship to generate a >3
cloud no
matter how many systems were active at the same time. Besides which, if
were relying on this system to protect me (no screens) then I would
definitely want backups. And if each system comes with only so many
effective uses, I might have ships (such as troop transports and/or
transports and such) that I would want to have extra uses even if I
use them (both systems) at the same time.
