Sure. Its at:
Agents of Gaming Babylon 5 Wars

prices
and

Chameleon Ecletic's The Babylon Project
(for which Jon Tuffley is working on) is at:

Which includes the following blurbs:
Does the game include a space combat system?
We sure get this question a lot, considering that The Babylon Project is
a
roleplaying (not a tactical) game. Don't worry--the answer is yes. The
Earthforce Sourcebook (out shortly after main book) includes a great
ship-to-ship combat system: streamlined yet realistic, and easily
scalable
for use with the small battles typical to roleplaying adventures or for
the
larger conflicts against which epic tales turn. The system is being
designed
by Jon Tuffley, who created the fantastic Full Thrust space combat
miniatures system, and it incorporates many of Full Thrust's design
elements.
Will there be miniatures?
To quote Sinclair: "that is a far more interesting question than you can
possibly realize." We're looking into both ship and character
miniatures.
The short answer is that we will probably offer them, but not right
away.

In my own opinion, I think the rules that Jon puts together for the B5
universe will become 'doctrine' for Full Thrust. Given the flexible
nature of FT, Jon's 'house' rules for B5 will be played over what we
currently have. It depends on whether they'll be better than Mark's
rules and designs for the PBeM games that we're all familiar with if
Jon's rules replaces Mark's.
The Agents of Gaming will have the models. The Babylon Project will
have the game rules. Or we stick with Mark's. We're all happy
consumers.
